Download file resume problem facing

Whenever I have downloaded files via download manager, it has multiple resumes facility. Now I  download files through rapidshare, fileserve, hotfile. These files have no resumes facility and files expires if download speed breakes so these problems creates unsuccessful download attemps. I want to know how can these servers...
