Can I get touch draw ubuntu software Ardesia under Windows?

The touch draw ubuntu software Ardesia allows one to use fingers on a touch screen, mouse or graphics tablet to draw sketches on the desktop. I am wondering can this be done from windows if so what software & hardware can I use?

What are the ways to detect my IP address and do I need a software for detecting my public and local address? Can I use the command line for this and what do I type?
