Error Code 31: Sign up Error on Windows Live Messenger

Hi,
I have a problem using Windows Live Messenger. After I installed the client software of Windows Live Messenger, I sign up for a new account.
After filling in those necessary fields and confirming the code, I encounter an error that displays, we can't sign with you, check your internet connection.

As what the error message says, I checked my internet connection, there is no problem since I can view some online web pages. I restarted my internet connection so as my computer, the error still displayed. When I repeated the sign up process, I don't know now what's the problem.
