I am using visual studio 2010 and Mono for android 4.0.6. when I try to debug applications on my HTC, I am getting an error. The screenshot of the error is as follows:
This error also occurs even with the default hello world application. It seems as if the Mono runtime fails to install.
Any help in this regard will be highly appreciated.

These occur due to the internal problems in the system all you need is to upgrade the system program.
There are many different ways to resolve this issue. Try one of the following.
1. Access the Manifest file and just be sure you have the “Test Only" and “Debugging” attributes set to false. It may fix your issue.
2. Sometimes you face the problem using USB port and mostly resolve the issue by changing USB port on your PC. You may probably fix this issue by doing this step.
3. The problem may come out because sometimes the device manufacturer did not license the Google commercial apps, such as YouTube, Play Store, Google Maps, etc.
