I need to split my monitor in to two. So i'm planning to buy a two way VGA card..
I need to know what is the best and cheapest card which can be compatible to work with Photoshop CS6.

It will be better if you will base your options from the minimum requirements of Photoshop CS6. Since it asked for a minimum of 1024×768 display with 16-bit color of VRAM, then I can recommend ATI Radeon HD 5450. It has a maximum resolution of 2560 x 1600 with 512MB Video memory. I will only cost you less than $50 which is a reasonable price also.
