Neo paint crashes when launched

Hi guys.  I just installed Neo Paint for editing JPEG images and create transparent 32-bit PNG images in a professional level.  The problem is the program just crashes when launched.  What could be the problem?  My desktop is running on a Pentium 4 processor, 2 GB RAM, 500 GB HDD and Windows XP 64 bit.
