A socket error with code 10060 is a Win sock fault. It occurs by either outgoing connection bugs or connection bugs on the host end.

10060 is a problem of connection-timeout which displays when the client does not get a reply from the server for a command. If you notice an error log, then click the Type tab in the Site Properties of the problem site, and switch the Data Connection Type to Use PORT.
