We bought a new Dell XPS 13 Our problem is that it always produces an annoying noise once powered up. Restarting the machine does not help. What also bothers me is that the noise gets louder when you are working on an application. What seems to be the problem? Need help.

Beneath your laptop keyboard, there is a cooler, which constantly keep moving to keep your laptop cool. As it functions as a fan, it may create some noise.
As you have mentioned that the sound is so annoying, maybe some parts of your back cover get attached to the wings of the fan. Try to clean it opening up the back cover. If you still get the sound, you might have to take it to a service center.
Otherwise, you may be facing HDD malfunction. If your HDD connection gets changed, it may not dysfunction, but can create a whirling sound. Check that too.

I think it is the fan which produces the noise, as it constantly keep moving to keep the laptop cool. Most computers when started will have some excess fan noise as the machine is booting up but decreases as you are booting into windows.
When the temperature of the CPU reaches a set level the fan kicks in to cool it down, when an acceptable temperature level has been reached the fan cuts out or returns to slow mode when it reaches a high level, the fan kicks back in again to cool.
Or may be some parts of your back cover get attached to the wings of the fan, you can clean that up, opening the back cover. Then if not the fan, a failing hard drive can also make the same noise or you may be facing HDD malfunction. If the problem persists then you should go to a service center.
