Maybe the reason for this is the ownership of a file. Try logging in as the administrator to change the security permissions. Or start your Windows XP in Safe Mode and then try logging in with the administrative account. To take ownership of a file, follow the steps below:

  1. Right-click the mpeg4 file that you want to take ownership and then click Properties.
  2. Under Security tab and click OK.
  3. Under Advanced, click the Owner tab.
  4. Under the Name list, click Administrator or Administrator Group and then hit OK.

To change the permission on your mpeg4 file:

  1. Click Add and then type the user that you want to get access under the Enter the object names to select list and then click OK.
  2. Under the Group or user name list, click your account and tick the check boxes for the permissions that you need to put on that account.
  3. Click OK when done assigning permissions.
  4. Try to delete the mpeg4 file.

Hello Smith,

Your file might be locked by the OS as it might be in use or because of some other reasons. Download a file unlocking software which will help you to force unlock the file and delete it. I recommend Unlock IT free. The download link is given below:
