Hi there,

My antivirus is not detecting any viruses on my PC but this error still appears on my desktop. I don’t know how to solve this because when I clicked OK no high-tech antispyware protection software is downloading. Can anyone help me please to solve this error ? Is this a scam ?

Yes, this seems to be a virus or spyware. I suggest you perform right now a system restore on your computer. Go back in time to delete any changes in programs or software.
 
Do this if you have Windows 8:
 
1. Boot to the system recovery options, go to Advance options and click on Restore
 
2. Choose Windows 8
 
3. If prompted, enter your account password, be sure you are the administrator
 
4. Follow the steps on the system restore menu. You should choose a restore point dated before the      issue happened.
 
5. The process will restart the computer at the end.
 
 
If the virus message is still there, you will have to scan and clean your computer with and antivirus. Maybe the one you already have is not working now. Go to safe mode, pressing F8 a couple of times after restarting the computer, enter in safe mode with networking, and try to scan and clean there using an online scanner, for example from AVG site
