Windows 8.1 lags even if I meet all the specifications.

I've installed Windows 8.1 on my system. My system meets all the specs of Windows 8.1 but the OS lags badly on my PC. It is the 64-bit version. Windows 7 ran fine on the PC but the latest one is lagging hard. Is it the configuration issue or it's the time for me to buy a new PC?

I don't think you should buy a new PC. Ensure that, your version of Windows 8.1 is 64-bit or not. If it is, then please reinstall it. Else find 64-bit Windows 8.1 setup files and install it on your system. If these two doesn't work then I'll like to say it is actually time for you to buy a new PC.
