Unable to open DVD burned using Toast

I downloaded an instructional video from a website and burned it as a DVD using Toast, however the video cannot play and instead I get the error below. Any ideas how to fix this? 

The movie cannot be opened.

The file is not a movie file.

Unable to open DVD burned using Toast

This falls under compatibility issue.  Most DVDs contain 2 computer file folders: AUDIO_TS and VIDEO_TS. To import a videodisc to iMovie, you initially got to convert the audio and video files from your videodisc into a format iMovie will browse. IMovie reads common file sorts like MPEG-4, H.264, DV and AIC. Many programs can work on the conversion for you. Compare programs like, Popcorn 2, ffmpegX, DVDRemaster and film. The import method works constant, even though menu choices and user interfaces vary.
