Basically, the newer the version is the better they are. There are some new updates that are not included in microsoft access 2003 such as :

• Alternating row shading
• Multi – value combo box fields
• Share list point integration
• Attachment fields
• Memo fields with history

To make a powerful database solution, not only needs a microsoft access, but you could include another software as jquery to improve your database power. Hope this helps.
