This method of telling time is different from the usual 12-hour clock we are using. With the 12-hour clock, it restarts midday at 1:00 pm while the military clock keeps counting up midday to 1300 hours and so on.

The purpose of military time is to avoid the confusion between A.M. or the morning hours and P.M. or the evening hours. We all have experienced it, accidentally setting the alarm for 8:00 P.M. instead of 8:00 A.M. only to be late for an important appointment.
