As i know Water Paper.8BF is a windows file for the OS that help executing dell file, right?
Recently my system being run very slow and before few days I got a Water Paper.8BF error after that I can't use some applications and also my computer became so slow and always freeze or crash.
I scanned my computer for any virus and after that i copy paste Water Paper.8BF to required directory, but i still have same problems.

I don't think you have problems with file you opened. You should check which processes are running in background and see which one consumes your processor and RAM. You can find those processes by running Task Manager (Ctrl+Alt+Del). When you find large process then Google it's name just to be sure it's not one of the system processes. Also make sure you defragment your hard disk. Regards.

          If you ran anti virus scan and it did not detect Water Paper.8BF as a threat then it can be something else. We have to isolate further if it’s a software or a hardware failure that causing your computer to lag. I suggest we start of first by doing a clean boot that is disabling the start up programs then after restart check whether it had any difference, we can also start the computer on safe mode to check for vulnerabilities then if the computer is still slow at that point then we can say that it can be your HDD so you need to run diagnostic test for it.
