My vipre antivirus is not working anymore, it should run on startup but it isn't so I tried to run in by double clicking the vipre but this error is showing about services, is this done by a virus?
Do I need to scan my computer with another antivirus?

Note that the ServiceBase class usually calls the OnStop method directly from the Service command handler which is defined in the ScDispatcherLoop of the following file: Advapi32.dll.
After a while, in case the ScDispatcherLoop thread cannot be able to receive a new service command from the service control manager, the Windows Service Controller will mark the service as "time out" resulting to the error message that you are getting right now.
To resolve the issue, you will need to obtain the most recent service pack for the Microsoft .NET Framework 1.1 and then install it on your system.
You should not get the error after that.
