Resolution:
(i) Install .NET Framework 3.0 Service Pack 1.
(ii) Update the Tswpfwrp.exe to a newer version.
(iii) Verify that permission are set properly on the RDS/DC Server.
You can update Tswpfwrp.exe to a newer version 3.0.6920.1201
