Tipard iPhone ringtone cannot convert mp3

I recently installed Tipard iPhone Ringtone Maker on my Windows XP 64 bit SP 2 system to convert mp3 files to m4r files.  I selected the mp3 file to be converted but I'm having an error of " cannot convert to m4r".  Am I missing something here?

Sometimes, audio files have a copyright encoded, so you cannot convert or edit them. You must use a different converter to convert it. You can try to convert another audio file to m4r format. If it converts easily, your converter has no problem.

The M4R file format (*.m4r) is an iPhone ringtone file and is actually a renamed AAC format (*.m4a). Not every song from the iTunes Music Store can be used to create an M4R ringtone. For a user to create a ringtone out of an iTunes song, the song itself should allow the M4R ringtone creation.

When an M4R ringtone has been created, it will be automatically transferred to the user’s iPhone the next time it is synchronized with the user’s computer. If you have MP3 files and you want to create ringtones from those files, you don’t need to install an application. The easiest way to convert an MP3 file to an M4R ringtone file is to do it online.
