I'm a developer, I use test case builder tools frequently. I would like to know if there is a test case online builder?

No. Oracle's products don't offer an online emulator for your test builder. I would suggest that you may keep the software on your computer and use it frequently. You have no choice but Oracle isn't planning to deploy that product over the cloud.
