Pocket sized digital cameras have a lot of features now. You can do whatever you put your mind to with them. Within the budget that you estimated, i would recommend the following products, based on your needs:

1. Sony Point and Shoot Digital Still Camera  ( 289.99$) : the specifications are quite impressive at this price, and it is so small, it will fit in your pocket. It takes 18.2 MP photos, with 20x optical zoom/40x digital zoom, it records in HD, has an enhanced focusing option for taking still photos of moving elements, it has Wi-Fi for connectivity via smartphone, and if you don't feel like using the flash during the night, the Exmor Cmos image sensor will harness nearby light from any source and direct it to make the photos shine.

2. Nikon Coolpix S9500 ( 229.95$) : this one is perfect for continuous shooting at full resolution (18.1 million pixels). The monitor is an OLED 3.0 inch with 5 brightness levels, the lens have an 22x optical zoom, and a digital zoom of 4x. This one also features a motion blur reduction technique for taking pictures of moving objects. It features autofocus, full HD recording (1920x1080p at 30fps). It features a very fast shutter speed, with about 7.5 frames per second. It is almost the same with the Sony, above mentioned, but a bit more cheap.

3. Canon PowerShot N (249.99$) : this one is very compact. The smallest model fit for any pocket . Portability is the key for this one. It takes 12.1 Megapixel shots, an optical zoom of 8x, and a digital zoom of 4x. The LCD monitor on the back is flexible allowing you take photos in different situations, a built in Flash and a lot for shooting modes (Creative Shot, Slow Motion, Auto…), and a very fast shutter allowing for point and shoot possibilities.

These are my best choices.
