I am having performance issues with red hat enterprise Linux based operating system . I would like to know how to use the collectl utility to troubleshoot the performance issue I am having if that is at all possible.

In general, Administrators use "sar" as one of the frequent status monitoring programs. Now there is this collect utility which knows to handle NFS, slab-data & sub-second intervals. Try running the command: collect –s cn.
The command reads CPU and network subsystem data. This tool can display the data every second or even on interval basis. It can handle lusted file systems and infiband interconnects. Below is the normal collectl command screen shot example:
