My UPS blinks despite the connection to the power source

I have an APC UPS that I use as a backup for my desktop computer, I have connected this to a power source but it still blinks as if the power is out, what could be the problem? I have checked the cable for loose connections but no success. Is there any diagnosis that I can do to establish this fault?

Please check all the connections between ups and power connection. Please check all cables that are working ok or not.
Check the ups power on button which is working or not.
After checking all is still blinking ups then it can be problem with hardware issue.
Please checked with hardware engineer or technician.
