I can't open some ENC files. I'm looking for some secured software which will be able to open ENC files for free. It would also helpful for me if I get a suggestion about how to open those ENC files which have proprietary encoding.

ENC files or .enc files are usually password protected pdfs and/or electronic navigation chard used by Microsoft office of Coast Survey. For you to be able to open these kind of files you need to follow this tutorial :
1. Double click the .enc file and the program it is associated will automatically pop in. If not proceed to 2.Â
2. Right click on the file name of the file and click "Properties" on windows or "Get Info" if you're using mac.Â
3. Choose the program from the suggestions of your computer. If there's nothing available you may need to download and install a file reader for this like Adobe Reader.Â
4. If the installed program still doesn't open the .enc file there could be a huge chance that this file is corrupted.Â
