Looking for best free graphic workshop for windows

Hi Techy V, what is the best free graphic workshop for windows that I can download? I saw one that cost much for this type of software, Adobe Bridge costs a lot for me as well, so I’m searching the net for other really user-friendly image manager that can do basic adjustments. Please suggest and send me the links.
