The user32.dll file is a genuine DLL (Dynamic Link Library) file that is necessary for the correct functioning of Windows. If the file is missing or corrupt, Windows will not be able to open certain programs and work normally. Hence, it is a system critical file.

Since it is a system critical file, I do not suggest you delete it from the system. Yes, some reports of malicious user32.dll files have surfaced. The symptoms of malicious files are that they will be present at some other location than the one they are supposed to be at. My advice is that until and unless your antivirus tells you to delete this file, don’t delete it. Run a full computer virus scan if you are suspicious.
