My PC was running slow, and I checked the task manager for the processes that are running. I found that not many tasks were running, but still, the CPU usage was 100 percent. Is there any 100 percent CPU usage fix in Windows 10?

Ending the heavy tasks are the best 100 percent CPU usage fix. Since you have already done that, you can try the following.

Method 1

a. Press Windows + R on your keyboard.
b. Type services.msc and press enter.

c. Right-click on the Application Management Service and click on Restart.
d. Restart your device.
e. Check your CPU usage.

Method 2

a. Press Windows + R on your keyboard.
b. Type Regedit and press enter.
c. Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TokenBroker.

d. Right-click on the Start token.
e. Click on Modify.
f. In the Value Data box, enter 4.
g. Save the changes.
h. Restart your device.
i. Check CPU usage.
