is that the latest iTunes on your PC? if not, update it or install the latest iTunes version.

The first method of restoration didn't work so try the force method of restoration. You need the latest iTUnes on this method, first step is

(1) make sure that your iPhone is disconnected to your pc or any power source , then turn it off. hold the sleep/wake button until the slider appears, slide it to and wait for it to be turned off.

(2) the 2nd step is important, press/hold the home button to reconnect your iPhone to your PC/Laptop through a USB cable. Remain pressing the home button until a pop up in iTunes appears saying that it's in RECOVERY MODE, that's only the time that you can release the home button.

(3) follow the instructions of the restoration process but take not that NO backup of iPhone will be done (make sure you had your backup before this process to avoid unnecessary file deletion.) at this process on normal restore. iTunes will then proceed to restoring your iPhone using your previous backups or settings.

if the method i mentioned didn't work, uninstall the iTunes or any apple mobile device from your system. You may then restart your PC/Laptop and re-install all other apple essentials and the latest version of iTunes. and repeat the process.

Hope it helps.
