How can I create a chemistry flash web template?

How can I create a chemistry flash web template?

This contains not just a lot of effort but programming skills and design skills as well. The simple way to get the template is by searching on the web and looking for your required template. If you don't want to do this then first you need flash program that contains many templates within itself you can choose one, made some changes and use it for your purpose.
