What should I do if the task manager utility of the system is not working and deactivated? How to reactivate it?

It might be due to some sort of virus running in your computer. An elaboration regarding “Deactivated” might be helpful in this problem.

Try using Ctrl+Shift+Esc to run the Task Manager Process directly. Or you can also try Ctrl+Alt+Del to manually go to the Task Manager.

If still the problem occurs, try scanning your PC for the viruses.

As I have experience there is no option on windows to disable or deactivate task manager. Most of the time virus infection does this so that you cannot stop the process of the virus. 

 If you are experiencing slow processing of your computer, corrupted files and directories or any other unexpected behavior of your computer most probably a virus attack must be the case.

Try scanning your computer with installed virus guard.

If the installed virus guard does not catch any viruses try BitDefender online virus scanner for free.
