Help to rectify win 7 starter desktop manager issues?

I have windows 7 starter bit installed and suddenly received error about win 7 starter desktop manager,

Does anybody know the cause of this issue and how to resolve this?

Hello Moss,

First of all, you will need to download the Oceanis Change Background Windows 7 ZIP file provided by Oceanis from this link, and then click on Save.
Save the setup on your Desktop.
After that you will have to open the downloaded ZIP file and then extract the exe file to your desktop, and after that run it.
After that the computer will restart, and then you will the following image as the desktop background. You will need to click on the Oceanis Change Background Windows 7 shortcut in order to change your desktop background.
Next step will be to browse the images that you want to use and after that check an image, or several images that you have got in order to have a desktop slideshow.
Choose the Picture position that you want, and then any desktop slideshow settings in case you have chosen more than one image.
Save changes.
