The number of group policies that can be applied to a single Organizational unit in windows 2003 is proportional to the number of domains you have.

Keeping the organizational unit structure as simple as possible is recommended because if a single domain is serving the purpose than its better to use only one or two to three levels of organizational units.

Linking a group policy in one domain to another domain or a site or an organization unit which is in a different domain reduces the total number of group policies available, and it may have a significant impact on performance.

If your question is about the number of group policies i guess it can be 100's or 1,000 but practically no one will use 100's for 1 OU which is practically impossible to manage and not the best practice.

Best would be 1 to 5 for each OU, and if your on a 1000+ user enterprise then a perfect document with what's in each GPO is ideal to manage.
