Error 20 on installing Autodesk 3ds Max 2011

I just upgraded my OS to Windows 7. I lost all the software and drivers so I have to re-install everything including Autodesk 3ds Max 2011. The problem is after re-installing, the Autodesk 3ds Max 2011 in Start menu was changed into “Change Graphical Settings”.

When I double-click to open it, the program will start to load and will last for few minutes and ends up with a pop up error as posted below. I uninstalled the software and try to re-install back but still get the same problem.

What can I do with it?
