H 261 was originally designed for transmission over ISDN lines on which data rates are multiples of 64 kbit/s. The coding algorithm was designed to be able to operate at video bit rates between 40 kbit/s to 2 Mbit/s. The standard supports two video frame sizes : CIF (352×288 luma with 176×144 chroma) and QCIF (176×144 with 88×72 chroma) using a 4 : 2 : 0 sampling scheme.

H261 or H.261 is one type of video codec used when playing videos that requires it. It is an ITU-T video coding standard or video compression that was approved in November of 1988. In the area of the ITU-T Video Coding Experts Group [VCEG] and in the H.26x category of video compression standards, H.261 is the first element.

The creation of H.261 was firstly intended for broadcast over ISDN lines where data rates are multiples of 64 kbps. The coding algorithm of this kind of video compression is calculated to be able to work between 40 kbps up to 2 mbps of video bit rates. The H.261 video compression standard works on 2 video frame sizes or screen sizes: 352 x 288 and 176 x 144 for CIF, and 176 x 144 and 88 x 72 chroma for QCIF. CIF stands for Common Intermediate Format and QCIF is for Quarter CIF or Quarter Common Intermediate Format.

All of your comments were helpful but I believe Sharath is a scholar for his depth of knowledge. His comments helped me to understand how the H.261 helped in developing hybrid motion technologies that were unknown to me before. I’ve got a lot of ideas coming from you Sharath because you are providing different CIF formats of the screen resolutions. Chart were very helpful too and are logical to me now.
