It actually depends. If you know some web development then buying a web template would be the better option for you. But if you have no idea about web programming and you might have to do customization over and over on your website then hiring a web programmer will be better option. Best of Luck.

To have a website with lowest cost and good quality I recommended buying exclusive templates it is a fast guaranteed way, or you should think about Google apps that enables you to build your website without learning html. But for special advice you must learn more about websites as you will have to do maintenance usually, so to be cost effective you must study a little

Because I don’t know much about programming, I think I will need to buy a website template. Exclusive templates are the most economical way to start up or refresh my website. I can install them into any of the approved web hosts or I can opt to self-install and this way it will be cheaper for me too.
