Best Video compression format to use

I am a computer science student working on a project and i was looking for the best video file format that can achieve the smallest size compared to all the video formats while at the same time maintains a seamless had quality of about 720p (Seams like 720p not that it is). i just need the options to use

Best Video compression format to use

DV-AVI is the highest quality compressed video but it is standard definition. The best HD compression is MPEG2, which is used for HDTV television. These files can also become very large. The most common consumer HD format is AVCHD or MPEG4. Although quality is compromised you will have much smaller files. Blue-ray movies employ the AVCHD method.
