How to shorten your url

I always use twitter and I'm a fan of it. I am wondering how does twitter make shorter links. I am wondering if I can use this technique to shorten my links when promoting my blog. Is there a technique or a step to make this?

I don't really want those lines below my link.

I have two operating systems and I bought intex internal TV tuner card. I have installed in both operating system and also attached the TV cables to card.

The problem with first operating system is that it shows all channels but it's remote is not working. The problem with the second operating system is it’s remote is working but I cannot select INPUT as CABLE TV. When I try to select it I get this message:

InterVideo?WinDVR Application has encounter problem and needs to close. We are sorry for inconvenience.

Please anyone help me.  

My windows is windows XP, and any windows can work on any old software for older systems like windows 98

But in previous days error message say that I need windows 95 to be able to run the program so please anyone tell me what to do and how to stop this message.
