I will first request you to check the line speed from your ISP, to the router and from there to the ISP's server. You could call your service provider to check your cables. And be sure what are you paying against which speed. Uninterrupted data service without noise and other interruptions could increase your speed.
You ISP server may be overloaded with huge connections which reduces the speed. Fiber optic cable could be an alternative for you to use.
If you use wireless modem, then go for troubleshooting by using your operating system or the installed drivers of the modem.
