Siri doesn’t work on my 4s

I got my 4s yesterday and when i go to settings there isn't a siri part and in the restrictions tab it is blocked so i cant toggle it on and i don't know why . 

It is also not in the location services and. I've tried literally everything including resetting everything n my phone . 

Know i have a 4s because of the model and i need help very soon

Hi,

Make sure you have iPhone 4s not iPhone 4. If you are sure that it is 4s, then maybe you used backup of iPhone 4 on your iPhone 4s.
 
Which wiped out your 4s siri from your iPhone.
 
To Activate Siri: 
 
1. You must activate Location Services first.
2. Then go to the settings.
3. In setting's Location Services and there you will find Siri.
4. It will be off make it on.
5. Now again go to settings.
6. Tap on general.
7. You will see Siri Enable or on it.
 
If you do not find Siri there to try this.
 
1. Tap on setting.
2. Tap on general.
3. Tap on the cellular network.
4. Tap on voice control enable it.
