Google’s quality score is the estimate of the quality of ads and keywords that can influence rank and Cost Per Click (CPC). The keywords which you mention in your webpage determines the quality score on a scale of 1 to 10 in which 1 is the lowest and 10 is the highest. When an user searches for a topic, and if your webpage is having more relevant keywords to that topic, then page landings can be more. This has major impact on Cost Per Click (CPC). The quality of ad, your display URL, quality of landing page, your ad and search relevance, your targeted devices are the components of quality score of ad rank.
