The issue is caused by IIS problem. There is another alternate available to solve the above error. This solution is SQL bound. Please follow the steps and you are done:
1. Go to 'SQL Server Configuration Manager'.
2. Check two things if they are enable or not. (i) 'Named Pipes' and (ii) 'TCP/IP'
3. Please enable both of them.
4. Now you can logon to the App-V Server.
