Hi Jose,

You get this error when you have more than one software application attempts that tries to open the same file at the same time. There is a big possibility that your Outlook is conflicting with another application which I may assume to be an anti-virus software. Often this error comes up when computer with Outlook Express also has Zone Alarm installed. There is a possibility that Zone alarm was upgraded however the upgrade did not complete and it is trying to access a DLL file that has a newer date. The specific file that is causing a conflict is msimn.exe, what you can try to do to remove the conflict is try to run the update for your Anti-virus software manually and if all else fails then do clean install for your anti-virus this eliminates the previous version of dll and will let you download the updated version.

The Microsoft Outlook Express or “OE” as you say it is known before as “Microsoft Internet Mail and News.” It is a discontinued news and email client that is part of the Microsoft Internet Explorer web browser from version 3.0 until version 6.0. It was bundled with several versions of the Microsoft Windows operating system from Windows 98 up to Windows Server 2003.

The Microsoft Outlook Express was available for Windows 3.x, Windows NT 3.51, Windows 95, Mac System 7, Mac OS 8, and Mac OS 9. It was replaced by Windows Mail in Windows Vista and by Apple Mail in OS X.

Now, since you are having problems with Microsoft Outlook Express and it is integrated with Microsoft Internet Explorer, the best way to fix this is to update your operating system to the latest Service Pack. For Windows XP, download Windows XP Service Pack 3. This is the latest and last Service Pack update for Microsoft Windows XP. For Windows Vista, download Windows Vista Service Pack 2.

This is the latest and last Service Pack update for Microsoft Windows Vista. For Windows 7, download Windows 7 Service Pack 1. This is the latest and only Service Pack update for Microsoft Windows 7. For Windows 8, you should update to Windows 8.1 from the Windows Store.
