“Network Service” or the “local system” as the service account

The DBA customers raise the question. Lynch Server is used by the universal group to have rights to read or write on the related RTC databases in SQL. Lynch server computer account itself are member of RTCHS Universal Service.

Question is that use the "Network Service" or the "local system" as the service account; can he write his own service, and can this service change the SQL database?

I will suggest that the users use the Network Service as opposed to the local service, reason being that they are supposed to have universal group rights to read and write on the related databases, and with the network account they will be able to perform those activities at whichever destination they will be.

The local account may end up limiting the users to use the rights on the database strictly within the local area network, and thus when they are outside the network they will not be able to read and write on the databases that they are supposed to perform those functions on.
