No , your neighbour is not eating up your internet. It is your very own unit who does it. Because of your slow computer, it is unable to sent request that fast to the Internet, making you unable to receive packets fast. What to do in here is that start scanning your computer for viruses or You can reformat your computer right away. Back up your files before formatting your computer. Please buy genuine software both operating system and anti virus, to ensure you are protected all time so that this thing won't happen often or else it would be a waste of time or money.

It does make a difference and Internet does slow down in many ways. if you have a wireless router but it doesn't have encryption code or it's not secured then they might using your Internet will definitely decreased your Internet speed.

Most specially if they are downloading larges amount of files, video, music, games or any files big enough to eat some bandwidth or bytes. Your Internet browsing experience will definitely affected by it.

To further check if they are the caused of this slowness, you can log-in to your router settings and check how many devices that are connected to your wireless connection.

Open your browser, type 192.168.1.1 on the address bar
Log-in using router credential's username and password
Go to Wireless tab and Wireless Network Access sub-tab
This is the place where it list down all devices connected in the form of MAC Address

If there are MAC address not known to you then someone is tapping into your wireless network. I would suggest to secure your wireless connection by setting up WEP/WPA of use MAC filtering for a much secured wireless connection.
