I received an error that the update is not applicable to my computer when installing the Windows 8.1 Update on Windows RT. How can I resolve this?
This could be an issue with the language pack. There are some steps for Windows 8.1 installation on your Windows RT. However, you may need to reinstall the software applications after upgrading Windows 8.1 Preview to Final Edition. Preview is no longer available in the Microsoft Store. For the error you got, if you are running Windows RT, Windows RT 8.1 Preview is only available if the default OS language was one of the limited supported languages. It should be one of the following:
– Arabic
– English (U.S)
– Chinese (Simplified and Traditional)
– French
– German
– Japanese
– Korean
– Portuguese (Brazil)
– Russian
– Spanish
– Swedish
-Turkish
The Surface language should be the same as one of the languages above to install the Windows 8.1 Preview. To safely install Windows RT 8.1 on Surface RT, follow the solution below: (Don't forget to back up important files)
1. Do this only if you forced install Windows8-RT-KB2849636-arm.cab on the Surface through the command below:
DISM.exe /Online /Add-Package /PackagePath:c:tempWindows8-RT-KB2849636-x64.cab
If you got the error, "The Windows 8.1 Preview isn't available right now. Please try again later."do the following steps below:
1. Remove the cab if you have installed it before and then restart your computer.
DISM.exe /Online /Remove-Package /PackagePath:c:pathWindows8-RT-KB2849636-arm.cab
2. Install the English (US) language pack or any of the language pack from the list above and then restart again.Â
3. Modify the original UI language from the registry:Â HKLMSystemCurrentControlSetControlNlsLanguageInstallLanguage to 0409 Â [0409 is the UI language for en-US] and then restart your computer.
4. Remove the English (UK) language. Use the lpksetup.exe and restart.
5. You now have the default English US UI without any other language pack installed.
To verify it, use the command DISM /online /get-intl.
6. Ensure that you have 10GB free space and then install the Windows8-RT-KB2849636-arm.msu.

I suppose after changing base language to resolve this problem you shold also update to the preview version, this way you can permanently change the base language on these devices. What happens is that we create a new restore image on the selected Base language during the installation.
Or you can refer to this update by Microsoft which prevents the users from installing language packs and permanently removes these errors.
This update is installed when you update to windows 8.1 preview.
