Windows Firewall, IE, etc. not working properly

I need help resolving the following issues: major PC services not working (IE. Windows Firewall, active directory users/groups. Other main services not working). I am running a Windows Server 2003 R2 configured as a DNS Server / Active Directory / DHCP / Mail Server (VPOP3).

Everything was working as normal the last time I used my PC, until earlier this morning that I noticed my server was back to the "PRESS CTRL + ALT + DEL TO LOGIN" screen. What should I do to solve these issues?

Hello there! Try rebooting your computer and then run a virus scan to make sure there is no virus or malware infecting your computer executable files. If it is still going to be the same, try to do a system restore and restore your computer to a functional state. Here's a hyperlink on how doing a system restore using command prompt.
