I would like to suggest that you click "Recommended Settings". Or if it does not work.
Go to control panel.
Click System and security.
Go to Windows firewall.
On the left side of your firewall you can see "Turn Windows firewall on or off click it.
And turn "ON" your windows firewall setting.

As I've read your problem, I've sensed that a malware is changing your system registry that cause your firewall causing an error but I would suggest to follow these steps:

A. Click "Start" then type "Run" then type "Services.msc".
B. Locate "Windows Firewall" then Right click then click "Properties".
C. On the general tab, locate the Start up type then choose "Automatic" then click OK.
D. Locate and Click the "Start" then Close.
E. Click Start then Locate Control Panel then Click "Security Center", then check if the Windows Firewall status is "ON".

If The Windows Firewall is Off, turn it on.
