Do not worry. Depending on the specifications of the CPU, the Task Manager can use about 20% of the CPU or even more which is normal. It also depends when you open the task manager. Lie if you open the task manager when no processes are running, and the machine is stable, you will be able to see that the Task Manager will be using almost 0% of the CPU. Similarly when you open the task manager when the CPU is running lots of heavy processes then the Task Manager will use a substantial portion of the CPU. Most people are confused by this. There is no problem, and you do not need to fix anything.
