It apparently takes quite a bit of processing power to handle streaming video content to just one GamePad, so developers will have to get creative with how they'd approach tackling two at the same time. Tellingly, no demos on display here at E3 use two GamePads simultaneously.

Hello,

 

Out of the box, the Wii U has only one gamepad included, but Nintendo said that it is possible to use multiple Gamepad.  But with the Gamepad requires a lot of resources because of its features, adding another Gamepad during gameplay may compromise the game or the Gamepad's productivity.  But you can also use the other Wii controllers like the Wii remote  and Nunchucks controllers.
