Where to download team foundation user manual PDF?

If you have purchased the original server copy from the vendor then you can have it from your vendor upon request. To manually have it you can visit the following link: https://www.atlantico.hu/wp-content/uploads/2007/09/tfsguide2007-08-022.pdf.
