What is the best gaming monitor?

I have read that for serious gamers it is of utmost importance to have the proper gaming monitor. I have some gaming monitor criteria suggestions such as a LCD monitor size of 17-20 inches and a response rate below 8 milliseconds. Is there any monitor that fits these criteria?

I found some companies selling gaming monitors up to the requirements you have mentioned in your question. ASUS ML239H is topmost rated to have the fastest response times . 
 
However, its screen can only be tilted so this gaming monitor might be a little unsuitable for your comfort and it also not very much user-friendly. Its price is about $209.99. The first screenshot shows this gaming monitor.
 
ASUS VG278H Led monitor has a screen of 27 inches ( I know that you want a gaming monitor with screen 17-20 inches but read along. This gaming monitor is also very good and highly rated as a topmost gaming monitor). It’s response time is 2 millisecond and it can not only be tilted but also adjusted to different heights.
